Great idea!

Maybe someone will invent a legal bean-sized projectile to break up the
noise from a barking dog too. At 3 times the speed of sound, it might
just stop that noise in the previous incarnation.

Seriously, though, this is one of the arguments for the advancement of
technology: Technology can solve any problems that technology creates.
Maybe some biologist will come up with a "social responsibility" pill
for those Neanderthals out there.
